The Unit of Administrative Studies (UoAS) at the Faculty of Management and Business is the largest research unit in the field of administrative sciences in Finland. The unit works with public administrations and provides leading research on public activities, public financial management, regional development, environmental politics, and the interface between public and private organizations.

We are looking for an Assistant Professor or Associate Professor in Public Financial Management (tenure track level 1 - 2). The mission of Public Financial Management is to explore distinct forms of economic rationalism in the modern public sector and in the emerging contexts of hybrid governance, i.e. public-private-civil society interface. As part of UoAS, Public Financial Management combines management and governance of public sector activities with economic principles and accounting models, thus covering the finance, budgeting, decision making, control and evaluation of public sector systems. 

The appointee will work at UoAS at the Faculty of Management and Business, and participate in research and teaching of public sector accounting, including financial reporting, auditing and control of public sector entities and systems. Furthermore, the selected person will contribute to the development of the Public Financial Management program as well as the Master’s program on Auditing and Evaluation at the Faculty of Management and Business, in collaboration with other disciplines. 

Research-based knowledge of the design and use of public sector accounting systems in Finland and elsewhere is seen as an advantage for the prospective candidate.

Job description

• pursue and lead high-quality scientific research in Public Financial Management
• develop the field of public sector accounting in the context of Public Financial Management
• actively seek external research funding  
• contribute to societal impact and international collaboration in the field   
• give research-based teaching and contribute to planning and administrative tasks in the degree programme and doctoral programme in Administrative Studies, especially in Public Financial Management 

Requirements 

The task requires good communication skills in English and Finnish (or a strong motivation to learn Finnish as the teaching program is mainly in Finnish). In addition, we require:

Assistant Professor 

• applicable doctoral degree 
• ability to undertake independent scholarly activity and potential to pursue scholarly activity at a high international level of excellence 
• teaching skills required to successfully perform the duties and functions of the position

Associate Professor 

• applicable doctoral degree 
• track record of independent scholarly activity 
• teaching skills required to successfully perform the duties and functions of the position 
• ability to lead a research group and acquire external funding 
• track record of international scholarly activity

We offer

Initial appointment as Assistant Professor or Associate Professor is for five years and subject to successful performance you will become a tenured member of faculty at the end of the first five-year period. You will be supported throughout the five-year period to ease transition to a permanent faculty position. A trial period of six months applies to all our new employees. The appointee is expected to start working on August 1st, 2025. 

Salaries are based on the job demands and employees’ personal performance in accordance with the Finnish University Salary System. The job-demand level of an Assistant Professor is 6 and an Associate Professor 7. The typical starting salary of an Assistant Professor will range between 4600 - 4900 EUR/month and that of an Associate Professor between 5300 - 5700 EUR/month. Higher salaries may be agreed dependent upon experience and/or performance.

Hallintotieteiden yksikkö on Suomen suurin hallintotieteiden tutkimusyksikkö. Yksikkö tekee tieteellistä tutkimusta julkisen sektorin toiminnasta, julkisesta talousjohtamisesta, kunta- ja aluekehityksestä, ympäristöpolitiikasta sekä julkisten ja yksityisten organisaatioiden rajapinnasta. Etsimme apulaisprofessoria julkisen talousjohtamisen opintosuuntaan (tenure track -taso 1-2). Tehtävä sijoittuu hallintotieteiden tutkinto-ohjelmaan. Julkinen talousjohtaminen tutkii taloudellisen rationalismin muotoja nykymuotoisessa julkishallinnossa sekä muuttuvassa julkisen ja yksityisen sektorin rajapinnassa tarkastelemalla julkisen toiminnan arvioinnin malleja, järjestelmiä ja mittareita sekä toiminnan rahoitukseen, talouden ohjaukseen ja raportointiin liittyviä toimintapolitiikkoja, julkisorganisaatioiden toimintatapoja ja johtamista.

Nimitettävä henkilö työskentelee hallintotieteiden yksikössä johtamisen ja talouden tiedekunnassa. Osana julkisen talousjohtamisen opintosuunnan toimintaa hän osallistuu julkisyhteisöjen laskentatoimen, taloudellisen raportoinnin, valvonnan ja tarkastuksen tutkimukseen ja opetukseen. Lisäksi hän osallistuu julkisen talousjohtamisen opetuksen kehittämiseen ja Tilintarkastuksen ja arvioinnin maisteriohjelman opetukseen ja kehittämiseen. Tilintarkastuksen ja arvioinnin maisteriohjelma on johtamisen talouden tiedekunnan monitieteinen opetuskokonaisuus, jossa julkisen talousjohtamisen opintosuunnalla on merkittävä rooli.

Julkisyhteisöjen laskentatoimen malleja ja järjestelmiä koskeva tutkimusosaaminen katsotaan hakijalle eduksi. 

Tehtävänkuvaus 

Etsimme motivoitunutta ja tutkimuksellisesti ansioitunutta henkilöä, jonka tehtävänä on:   

• Edistää ja johtaa korkeatasoista tieteellistä tutkimusta julkisen talousjohtamisen alalla   
• Kehittää julkisyhteisöjen laskentatoimen tutkimusta ja opetusta osana julkisen talousjohtamisen tutkimusalaa
• Hakea aktiivisesti ulkopuolista tutkimusrahoitusta    
• Edistää alan yhteiskunnallista vaikuttavuutta ja kansainvälistä yhteistyötä   
• Antaa tutkimukseen perustuvaa opetusta ja osallistua suunnittelu- ja hallintotehtäviin hallintotieteiden tutkinto-ohjelmassa ja tohtoriohjelmassa, erityisesti julkisen talousjohtamisen alueella

Edellytykset 

Tehtävän menestyksekäs hoitaminen edellyttää hyvää englannin ja suomen kielen taitoa (tai vahvaa motivaatiota suomen kielen opiskeluun, koska koulutusohjelma on suomenkielinen). Lisäksi edellytämme:
